Schedule an outing or a series, assign a route and a leader to each pace group A, B or C, and let members sign up.

A single date, or 2 to 52 weekly or monthly occurrences; a meeting point chosen on the map, with the weather forecast at the start.
Pace groups A, B and C
For each pace: places, a published club route, a level, an average speed and a ride leader; a waiting list takes over when it is full.

Sign up, Maybe or Not coming; an .ics file per outing and a private iCal subscription for your calendar app.
Your questions
What happens when a pace group is full?
The new sign-up joins that pace group's waiting list. As soon as a place frees up, the first person waiting is confirmed automatically.
Do pace groups create groups?
No. Pace groups A, B and C stay within the club outing; they add neither a group nor a membership. After the start, a manager can close the outing.
